Good Neighbor Council
On January 18, 1963, Governor Terry Sanford established the Good Neighbor Council. The council consisted of 24 citizens appointed by the governor. David S. Coltrane served as the first Chairman and Executive Director until his death in 1968. The two main missions of the council were to encourage the employment of qualified people without regard to race, and to urge youth to become better trained for employment. Governor Sanford also encouraged the creation of local Good Neighbor Councils by counties and localities; 54 municipal biracial groups were established by 1964. The Good Neighbor Council was eventually made into the Human Relations Commission in 1971 and renamed again in 1975 to the Human Relations Council. The name was changed again in 1989 and continues today as the Human Relations Commission.
